2026 is shaping up to be a record year for ballot questions about how Americans vote. As of early September, we found 164 statewide measures certified in 40 states, and seven of them deal with voter ID. That is more voter ID measures than in any previous year. Our research found from 2004 through 2025, only 13 appeared on statewide ballots in total. Six states will also decide whether to codify language that explicitly states only U.S. citizens may vote. Voters have approved every such citizenship measure put before them so far.

These state measures come as the SAVE Act has completely stalled in Congress. Americans want common sense election reform, chief among them being voter ID and citizenship requirements. Polling consistently shows this, and the sheer number of ballot questions this year are reflective of voters desire for reform. The map and table below lay out what is on the ballot in each state, from voter ID and citizenship requirements to related changes like Election Day registration and redistricting.
